TwinReg is a joint project between the Helsinki-Uusimaa Regional Council and the Union of Harju County Municipalities in Estonia. The project aims to strengthen strategic planning and cooperation in the Helsinki-Uusimaa–Harju twin region.
The project will create a platform for dialogue, identify key bottlenecks in cross-border cooperation and define the themes and areas where cooperation can be further developed. At the same time, the project contributes to establishing the conditions for the long-term goal of a permanent cooperation model and structure between Helsinki-Uusimaa and Harju.
The project supports the objectives of the memorandum of understanding signed by the Helsinki-Uusimaa Regional Council and the Union of Harju County Municipalities at the end of 2022. These objectives include strengthening the regions’ international attractiveness and accessibility, as well as closer regional integration.
The project is funded by the Interreg Central Baltic Programme. The Union of Harju County Municipalities acts as the lead partner and the Helsinki-Uusimaa Regional Council as a project partner. The total budget of the project is approximately EUR 213,536, of which the majority is covered by EU funding.
The project “TwinReg – Improving Helsinki-Uusimaa and Harju TWIN REGion cross-border strategic planning, citizen service and cooperation frameworks” runs from 1 June 2025 to 30 November 2026.

Interregional Exchange Meeting on Strategic Foresight was Held in Helsinki-Uusimaa
Partners of the Strategic Foresight Partnership (SFP) project gathered in Helsinki on 4–5 March for an interregional seminar dedicated to foresight practices. The seminar aimed to showcase the diversity of foresight approaches across the Helsinki region and to facilitate exchanges between practitioners.
