Helsinki-Uusimaa Regional Council developing regional foresight together with European partners

The European project Strategic Foresight Partnership (SFP)(You are transferring to another service) aims at strengthening regional foresight competence and changing interregional foresight information and sharing best practices. The Helsinki-Uusimaa Regional Council is a SFP partner.
– Besides strengthening European interregional cooperation, foresight will be developed locally. During the project, the Helsinki-Uusimaa Regional Council aims to bring regional foresight actors more closely than before and strengthen their cooperation, Mr Juuso Vähä-Piikkiö, Project Manager, states.
During the project a team of regional foresight will be formed.
– Actors will be invited separately to the team, but everyone interested in foresight and having it on their agenda in our Region, are free to come forward, he says.
The project goal is to support the preparations for the Helsinki-Uusimaa Regional Programme during the years 2030–2033. Tools and approaches to more future orientated and prepared regional developing are the aimed products of this project. This project helps to enhance all regional actors in their long-range strategic work.

Project with seven European regions
The project SFP (Strategic Foresight Partnership to Strengthen Regional Capacity for Territorial Policy Enhancement) is a 4-year project, funded by Interreg Europe. It goes on until spring 2029. and its total budget is 1.55 million euros. The share of the Helsinki-Uusimaa Region is about 250,000 euros.
The region of Hauts-de-France is leading the project. Apart from this French region and the Helsinki-Uusimaa Region, the participating regions are: Friuli Venezia di Giulia in Italy, Katalonia in Spain, Podkarpackie in Poland, South Moravia in the Czechia and Ivano-Frankivsk in Ukraine. All partners are regional actors. Among them, Helsinki-Uusimaa is the only capital region.
Participating regions having a lot in common
The population in the partner regions vary from 1.2 to 7.5 million. Each region has its own number of inhabitants, regional assignments, administrative structure, regional attractiveness and economicl capacity. Practices and experiences regarding the use of strategic foresight vary, as well.
– The diversity of project partners will offer interesting views of regional development. Despite the differences, many similarities are yet to be found in the regions, he notes.
In their foresight, and as examples, all regions need to take into consideration the developing of economy and the mitigation of climate change. To make sure all population groups take part in activities, efforts are needed in all regions.
– The goal for the project is to diminish the need for reactive solutions and to improve regional resilience, he sums up.
