Best practices and innovations in Finnish circular economy
Finnish cities, municipalities and regions act as circular economy innovation platforms. To share our best practices with the rest of the world, we put them all together in our handbook “Finland – Local Solutions Are Born Here”.
There is a tradition of collaboration between the different levels of governance in Finland, as well as between the private and third sector. This is a success factor in systemic change. Furthermore, the national Green Deal process is aligning the objectives and steering actions towards shared goals.
The featured case articles in the handbook serve as exemplary models of circular economy with a particular focus on regional collaboration and public-private partnerships. These initiatives encompass implemented pilots, regional business collaborations, or other forms of innovative activities.
For instance, we wish to highlight that the resale value of clothing is becoming increasingly important and consequently, a circular economy driver in the construction industry. In the book, we give the readers an example from Kilpilahti chemical industry business park, which is transitioning to environmentally friendly practices.
This handbook was published in April, just before the World Circular Economy Forum in Brussels took place. Finland was presented there and received praise for its interesting case studies. The handbook was produced by Helsinki-Uusimaa Circular Hub.

The Helsinki-Uusimaa Circular Hub is a regional initiative that aims to take the Helsinki-Uusimaa Region and Finland to the pinnacle of circular economy. The hub is a community of experts, municipalities, companies, organisations and research institutes that form an innovation ecosystem.

New Regional Plan focuses on themes relating to green transition
The Helsinki-Uusimaa Regional Council started the process of a thematic green transition land use plan in May 2024. The new plan completes the legally valid Helsinki-Uusimaa Regional Land Use Plan with themes including energy, technical service, business, logistics, as well as environment and climate.

Helsinki-Uusimaa joined declaration on EU cohesion policy
The Helsinki-Uusimaa Regional Council took part in a meeting of the Power Regions of Europe on 20 November 2024 in Brussels. These regions are the most competitive and wealthy in Europe. At the meeting, a declaration by the Group was presented as to the EU cohesion policy from 2028 onwards.
